BACKGROUND

Purpose of Activity/ Assignment:

Generation Unlimited (GenU) is a global public-private-youth partnership dedicated to expanding opportunities for young people to transition from learning to earning by 2030. Effective operational and administrative systems and tools are critical to ensuring smooth implementation of GenU’s work, enabling timely delivery, coordination, and accountability. 

The consultant will deliver time-bound, deliverable-based support to strengthen the operational and administrative systems of the GenU Programme Team. The consultancy will focus on improving workflows, updating tools and templates, and developing clear, transferable processes that enhance efficiency and can be sustained by staff after the consultancy concludes.

Under the joint supervision of the Deputy Director, Programmes, and the Programme Specialist (Girls’ Education and Skills Partnership [GESP] Coordinator), the Consultant will provide programme support to GenU, with a particular focus on GESP. 

Scope of Work:

1. Grant Management & Budget Structure Optimization
Conduct a targeted review of GenU Programme Team’s budget and grant management systems and deliver updated templates and streamlined monitoring tools. A number of grant monitoring analyses will be produced to validate the new system during the consultancy period, with all outputs consolidated into a guidance package for continued use by the team.

2. Programme Management Tools, Calendars & Knowledge Systems
Redesign and harmonize programme management tools including team calendars, meeting templates, and documentation formats to enhance coordination and information flow. Deliverables will include updated tools, a simplified repository structure, and a set of sample meeting records demonstrating application. A final toolkit and guidance note will support seamless integration into team workflows by GenU.

3. Vendor/Intern Workflow & Onboarding Process Improvements
Assess existing onboarding processes and produce a streamlined workflow with clear process maps, standardized templates, and step-by-step guidance for vendor and intern onboarding. A stipend-processing SOP and tracking tool will also be developed. All materials will be tested and compiled into an operational guidance package to support future implementation.

4. Travel Administration & Logistics Workflow Optimization
Create an improved travel administration workflow by developing standardized request templates, process checklists, and a practical tracking tool to support timely and consistent travel coordination. These tools will be  piloted during the consultancy and finalized in a travel administration guide to institutionalize the enhanced process.

Qualifications

Education:   

  • A bachelor’s degree in international development, Business Administration, Law, Economics, or related field. 
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset. 

Knowledge/Expertise/Skills required *:

  • Bachelor’s degree in international development, Business Administration, Law, Economics, or related field.  
  • Minimum 7 years of relevant administrative services or clerical work experience is required. 
  • Experience in budget and financial planning, monitoring and management is highly desirable. 
  • Experience working in complex environments with multiple stakeholders.   
  • Advanced computer literacy and the ability to effectively use standard office software tools (MS Office, Enterprise database) and other office technology to create documentation, exchange and archive e-mail, and maintain electronic filing systems. 
  • Proficiency in using SAP/ERP systems (VISION) will be an asset. 
  • Strong analytical, reporting, and organizational skills.
  • Excellent written and verbal communication in English

Requirements:

Completed profile in UNICEF's e-Recruitment system and

- Upload copy of academic credentials

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
