UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. How can you make a difference? 

A highly qualified consultant is sought to lead, support, and oversee the implementation of the Sexual and Reproductive Health (SRH) components within UNICEF's integrated Nutrition and Reproductive Health Project. This initiative is funded by BMZ/KfW. The consultant will be responsible for ensuring effective coordination, providing technical support, and monitoring SRH activities in alignment with the project's result matrix. In addition, the role requires fostering strong collaboration among all relevant stakeholders and enhancing service quality while ensuring compliance with national strategies.

The project is structured around three key outputs:

  1. Output 1: Improved knowledge among young women and mothers on nutritional practices to prevent malnutrition and micronutrient deficiencies, along with enhanced access to related services.
  2. Output 2: Increased access for young women and mothers to self-determined family planning and reproductive health services.
  3. Output 3: Reduced malnutrition among children under five, supported by optimal Infant and Young Child Feeding (IYCF) practices.

In coordination with stakeholders, the consultant will provide technical support to ACMS and will be responsible for the following deliverables:

1. Detailed Work Plan: Developed and validated within the first two weeks of the assignment: Includes activities, timelines, responsibilities, and how indicators will be monitored.

2. Serve as the primary liaison with ACMS and SRH actors to ensure the timely and effective implementation of the SRH/family planning component. Engage with SRH stakeholders to ensure coordination for effective implementation of the output activities, encompassing supplies, demand, and service delivery.

3. Support coordination of the project activities at both National/Regional and district levels, and provide minutes of Review Sessions with Stakeholders

4. Provide Monthly Monitoring Reports: Presentation of progress achieved, challenges encountered, and recommendations. Analysis of gaps between expected and actual results.

5. Conduct regular monitoring of activity implementation in accordance with the action plan, including periodic field missions (quarterly) to intervention areas.

6. Document Best Practices and Lessons Learned

7. Compile, analyze, and present data related to SRH/FP output, ensuring timely and quality contribution to both Progress and Final Reports

To qualify as an advocate for every child, you will have:

Minimum requirements:

  • Education: Specialized Training: master’s degree in public health, Medicine, or Social Sciences, with a specialization or additional training in Sexual and Reproductive Health (SRH) or Family Planning.
  • Work Experience: Minimum of 5 years of experience in implementing or monitoring family planning, reproductive health, or nutrition programmes.
  • Language Requirements: Fluency in French (mandatory) and English (an asset).
  • Skills (optional): Proficiency in monitoring tools, indicators, data analysis, and technical reporting, Ability to produce clear deliverables, lead technical meetings, and engage with stakeholders.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
  • Strong command of modern family planning approaches, including community-based distribution, integration into prenatal and postnatal care, and strategies for preventing early pregnancies.
  • Coordination Capacity: Demonstrated experience in managing integrated SRH/Nutrition projects, in collaboration with NGOs, health authorities, and technical partners.
  • Ability to design performance indicators, analyze quantitative and qualitative data, and produce technical reports aligned with international standards.
  • Solid understanding of reproductive health policies, decentralized health systems, and challenges related to service access and demand in vulnerable regions of Cameroon.
  • Excellent writing abilities, facilitation of technical meetings, and effective engagement with stakeholders at all levels.

  • A detailed methodological note for conducting the mission, including an indicative timeline and a clear description of the expected deliverables.
  • A copy of your diploma(s) or relevant certifications. 

2. Financial Proposal:

Upon conducting the recruitment process and prior to the signing of the contract, the consultant will be required to complete the following online courses: (1) Ethics and Integrity at UNICEF, (2) Prevention of Sexual Harassment and Abuse of Authority, (3) Prevention of Sexual Exploitation Abuse, (3) Fraud Awareness, (4) General Information Security Awareness Course (only for consultants/individual contractors with a UNICEF email address).
